Ann decides she wants to be a single mom, and the unimpressive candidate pool leads to much meddling from Leslie. Meanwhile, Ben, Chris and Ron all get food poisoning when choosing a caterer for the wedding, and April figures out how to evoke Leslie but remain herself when she's tasked to run a Pawnee forum on the Commons project.

An emergency response drill interrupts Leslie and Ben's fundraising gala, while Andy prepares for his Police Academy exam. Councilman Jamm sabotages the drill, asking the state representative to make the drill longer than it has to be. Ben takes over planning the gala. Leslie goes along with the drill until she realizes Jamm's scheme, so she decides to "kill" the whole town to finish the drill faster. She returns to the gala when Ben asks her if she wants to have the wedding at the gala that night.

Leslie and Ben are getting married at the gala, and have to cram months of planning into two hours, while Councilman Jamm once again threatens everyone's happiness.

Ann continues her quest to find someone to have a baby with.

Leslie tries to save a video store from going out of business, declaring it a cultural and historical landmark, but the government bailout for the store has an effect that horrifies Leslie and makes Ron giggle. Meanwhile, Chris helps Tom with a difficult employee, and Ann is determined to make April her friend.

Ben's hometown, Partridge, Minnesota, wants to give him the key to the city. It turns out to be a ruse to humiliate him for Icetown, the project Ben spearheaded when he was mayor and bankrupted the city of Partridge. Ann and Chris find out that they are not compatible to be parents via tests issued by others, but come to agree that in the end loving their child is all that they need to be compatible. Councilman Jamm sues Ron for punching him during Leslie and Ben's wedding in "Leslie and Ben". April, Andy and Tom testify on Ron's behalf, but April and Tom later recant and reveal the many times Ron has expressed a desire to punch Jamm in the face. Later, the three blackmail Jamm into dropping the lawsuit.

Leslie sets her sights on fixing the animal control department. Elsewhere, Ron needs medical help from Ann that he strongly resists; Ben, Tom and Andy continue working for the Sweetums charity foundation and find themselves trying to get Dennis Feinstein to make a large donation.

Pawnee has some outdated laws that Leslie sets out to have fixed, and she is willing to indulge a friendless local history buff to get the job done. Chris helps Ron and April hone their managerial skills, while Ann and Ben need to get a great gift for Leslie but find this to be a tall order when Leslie's superhuman holiday feats are borne out.

Jerry is retiring and Leslie wants to help him achieve the goals he listed when he first started working for the government 40 years ago. Although Jerry isn't allowed into the executive dining room to have lunch, and the mayor he always wanted to meet is long-since deceased as a result of being corrupt and then murdered by Serbian gangsters, Jerry seems pleased when Leslie names a conference room at the department after him. Leslie visits Jerry at his home at breakfast. They are joined by Jerry's family who sing a song before eating their breakfast. Leslie feels bad for not being able to help Jerry achieve his goals, but then he shows Leslie all his family albums and reminds Leslie that there is more to life than work achievements. With Jerry no longer working, Tom becomes the new Jerry, the butt of the office's jokes and insults. Ron later brings back Jerry for a few hours a week to help deflect the insults from Tom. Chris and Ann talk more about making a baby and get back together after they realise a child growing up with two stable parents isn't such a bad thing.

Ron issues some budget cuts and Leslie finds herself going overboard to save a local mini-golf facility, which becomes troubling when she finds she might be able to make a deal with the devil—Councilman Jamm. Tom asks Ann for relationship advice when he can't handle his horrible girlfriend, and Ann finds herself once again paying a heavy price for trying to make Tom's life better.

It's the end of Leslie's first year as a city councilor, and she thinks her simple question to Pawnee citizens about how life has improved in her first year on the job will be a winner for her, but some angry locals have a different take on it and plan to get revenge on her. Andy brings Burt Macklin back to help with a case, while Tom looks to further his business and faces competition he hadn't expected. Ron finds out he is becoming a father.
